A Worcester resident and activist has been forbidden to use a year for a year, according to a letter from the city manager Eric D. Batista.
On May 27, Batista issued a Order without disposition In David Webb, a Worcester resident who has been a frequent critic of the Batista administration, accusing the city manager and his staff not being transparent or true for residents of the city.

In his orderly order, Batista writes that webb has approached employees both within the City Council and non -public workspaces in an “intrusive and aggressive way”.
Webb says he plans to sue the city for this decision, but he intends to fulfill the order for now, saying that he will be arrested if he does not.
The order is said that webb was engaged in a behavior towards the employees of the City Council who Batista considers inappropriate, such as following a camera and telephone “ inch of their faces asking for them, and jumping in front of an employee’s vehicle, banning them from moving and leaving the garage while “ calling them and recording the employee and their vehicle ”.
Webb again claimed Batista’s claims, saying that he did not record his inch camera on the face of the people and said he did not jump in front of a vehicle.

Batista also wrote that for the last 12 months, webb sent 502 emails to the city applicant, 478 emails at the head of Batista’s cabinet, 370 emails to the city’s secretary, 209 emails to the city’s assistant secretary, 1,071 to the access officer for public records and 912 emails in the city.
He said that this “barrier” of emails has caused employees to feel restless and fearful and that they have seriously prevented them from doing their job.
“Direct contact, blind copy and copying of various employees in most issues has become bullying and is seriously difficult for employees to provide efficient services and work tasks,” Batista wrote.
For a year, webb is forbidden to be inside the City Hall, in its offices and areas next to the building, such as garage, porches, entrance ways, roads for frontal and subsequent squares and sidewalks, according to the letter. The letter says that webb must also send emails to the general email of the Department for queries.
On numerous occasions, webb has spoken of both Batista and the City Council, either during the public commentary period of a meeting of the City Council or, more recently, in the state of the city of Batista, where continuously called About the city manager until four Worcester police officers commissioned him to leave.
Webb told Masslive that he believes that the city manager is not transparent and that he is lying to the people of Worcester.
“The city manager is used to manage our image and cash flow instead of functionality as a municipality, and only have part -time representatives means that they are almost exclusively owners, business owners and lawyers instead of the people that this city needs to serve,” said Webb.
Although the City Council is prohibited, webb still plans to participate in the Worcester policy.
